Flybe announces new routes - subsidised by the tax payer?

Just reading about new flight routes on Channel Online:

This part in particular:

"Flybe are saying the French route has been made possible because of 'support' given by the Jersey government. There are no details of what that support is, but deals with other airlines have involved effective subsidies. It's reckoned non doms will make use of the service to avoid stepping onto British soil."

So, are we subsidising the travel for very wealthy people who want to avoid touching UK soil, in case their tax liability increases?

It probably gets the support from the States because of some members vested interests in holiday homes in France.
