Property and Infrastructure Regeneration: the States of Jersey Development Company Limited
P.73/2010

THE STATES resumed consideration of a proposition of the Council of Ministers, as amended,
concerning the establishment of the States of Jersey Development Company Limited.


THE STATES, adopting the proposition of the Council of Ministers, as amended –

(a) approved the proposals and structure of the new Property and Infrastructure
Regeneration process as set out in paragraphs 3–12 of the Report of the Council of
Ministers dated 7th June 2010, except that in paragraph 7 (Regeneration Steering
Group), in the section headed ‘Composition’ on page 11, for the words “The Connétable
of St. Helier” there should be substituted the words “A member of the States elected by
the Assembly with a St. Helier mandate (namely a Senator, the Connétable of St. Helier
or a St. Helier Deputy);

(b) approved the new Memorandum and Articles of Association of The States of Jersey
Development Company Limited as set out in Appendix 2 to the said Report which
fundamentally reformed the role and remit of the Waterfront Enterprise Board Limited
in accordance with the arrangements set out in the said Report; and

(c) authorised the Greffier of the States for and on behalf of the States of Jersey to pass,
together with the Treasurer of the States, one or more special resolutions of the
Company to adopt such Memorandum and Articles of Association.

have you heard  the gurggling  sound of taxpayers money  going down the drain?( imho)
 web was a leach, and the jdc.ltd. will be more of the same (imho)

Had both Tracy Vallois who being on scrutiny looking into WeB and the JDCltd hence being so well versed, and Constable Mike Jackson not sat on the fence in this important decision to hand over all public buildings and land for development or sale to developers not sat on the fence. Also if Deputy Sean Power not changed sides, the proposition would have failed.

This proposal brought forward, before Scrutiny had even finished their report on JDC‘s formation, and surprisingly staff had new contract's with JDC name on them  - before it was passed in the assembly reeks of  everything that is unsatisfactory with our present Government.

Given WeB has made a complete mess of the iconic waterfront

Given that Mr Izatt  strangely advertised openly that  Harcourt had, had dew diligence and financially scrutiny  placed heavily upon them and Frank Walker stood in the States trying to convince members all was well  in fact it was all a cover up of the true facts. Two court cases were running and Harcourt owed an Irish Bank a mere 250 million euros it’s second largest loan.

Given that WeB has given out sweeteners to get companies into Jersey as an example, £10 million of our money to build the Aquasplash, and now taxpayers have to find £500,000 annually, to fund it.

Given that Raddisons soft rent is largely dependent on whether the rooms are filled or not, and the valuable land it footprints, has been leased for a 150 years. Completely unacceptable business practice.

Given that WeB has given little in return financially to Jersey since it started, but pays it’s chief executive non productivity bonuses and  over a quarter of a million pounds a year in wages.

Please look at the list above of States members who for their own inane and insane  reasons abstained  or  voted in a failed  quango, for that qango (under a different name ) can use secrecy laws in it’s commercially sensitive dealings which should be completely transparent open and honest, sends out a strong signal over the use of the publics valuable property and land.

Not one of the politicians above who agreed to the proposition will receive my vote for selling out Jersey from its right full owners, you and  I and the rest of Jerseys' residents.

7/6/2005 P93/2005 States of Jersey Property Holdings - Establishment.

(ii) the transfer of administration of all States property assets, with the exception of those assets under the administration of Trading Committees and Social Housing currently administered by the Housing Committee, to States of Jersey Property Holdings;

(iii) the transfer of existing staff with property responsibility to States of Jersey Property Holdings;

(iv) the development of a States Property Plan, which will include all States Property, to be agreed by the States as part of the States Strategic Plan;

(v) the development of a States of Jersey Property Holdings Business Plan in accordance with the agreed States Property Plan and approved by the States as part of the Annual States Business Plan, which will authorise the department to develop, sell, buy, re-allocate or otherwise manage the property or interests in property as identified within the plan;

I offered the above posting, but after looking back realise that maybe the point I was trying to make (that no doubt many of you took on board) was actually not as clear as it should have been, so may I try again. The point is all property, buildings and land is now to be developed by an arms length quango.

The one that was called WEB but is now called Jersey Development Company. Using non transparency, and playing the commercial sensitive card so it’s a secret,  are just a couple of techniques they use. The Chief Minister Le Suer has not even bothered to tell the States why Mr Izatt received a £30,000 bonus ( and others )when his bonuses are not productivity based and Webb has not made any money.

Sorry I digress. The point is that the old way of developing public property was transparent democratic and open to debate in the house. This will now be the exception not the norm. After the Waterfront was completed WEB should have been wound up at a cost of a mere £2 million according to Senator Ben Shenton.

If you look at the remit of  Property Services they could build anything once the whole States Assembly agreed. This is the system that enabled all the new schools to be built without JDC. All very strange, the old saying follow the money may certainly apply here ?

AS it was.   

(iv) the development of a States Property Plan, which will include all States Property, to be agreed by the States as part of the States Strategic Plan;

(v) the development of a States of Jersey Property Holdings Business Plan in accordance with the agreed States Property Plan and approved by the States as part of the Annual States Business Plan, which will authorise the department to develop, sell, buy, re-allocate or otherwise manage the property or interests in property as identified within the plan;
