Deputy Gerard Baudains

"States debating efficiency group

States members are to decide whether a group should be set up to measure the efficiency of government departments.

Backbencher Deputy Gerard Baudains wants a scrutiny group created to ensure departments keep up with modern private sector practice.

He would like politicians and professional advisers to work for it on a voluntary basis.

Opponents fear there would be substantial costs for setting up and running such a group".

Any comments on this?

Deputy Baudains is up for election in November, so I don't think it is coincidental that he is trying to make all the right noises at this time.

I have had dealings with Deputy Baudains. In my exprience with him, personally he seems a nice chap and votes in the same way I would expect my parish representitive to vote and reflects my views in the manner of voting.

On the other hand, he appears to be very reluctant to put his head too far above the water and tackle any real issues with any balls to them. So in my opinion he makes all the right noises, votes the right way, but when it really comes down to it, he is, like most of our elected officials, only interested in self preservation.

Montfort said at the rally he was confident of a win in St Clement.
I would imagine he was reffering to the removal of GST 28 Gorst?

Ian Gorst, now that's another story. At least Baudains is attempting to be seen as doing something for the parishiners.

Ian gorst, who I have, and am having plenty of dealings with, in my very educated opinion of him he is a Frank Walker lap dog. I'm quietly condident he will not be re-elected as Deputy.

I am compiling a dossier on him, involving my correspondance with him which will be able to give the electorate a very informed choice of whether to vote for him or not, all going well I will be publishing (what I am legally allowed to) on my blogsite.

However, from my slowly expanding knowledge of our political game players, I would not be at all suprised if he stands as a Senatorial candidate this year.

Either way I believe one way or the other he won't be Deputy after the next elections.

Don't trust them left wingers, they moan about money all the time at a cost to you as a tax payer.  They would bring us back to communism if they ever got in and that Geoff Stubborn, Montfart Tiddler and Nick Le Kornu have a hidden agenda of helpin the unions.

This is proposition P49/2008 - Working Party to Review Appropriateness http://www.statesassembly.gov.je/frame.asp

Comments (P49/2008/com) to this are found here: http://www.statesassembly.gov.je/frame.asp

There is already a review of States spending by the Comptroller & Auditor General including departmental structure. The case against Gerard Baudain's proposition is one of overlap and cost. Members were asked to vote against it until the review is complete.

It would be of interest to see the remit of the Comptroller/Auditor's review. Furthermore would it not be helpful ,and possibly, more objective if the review had been conducted with the aid of an independent group?

Although Gerard Baudain's proposition was narrowly defeated by one vote we should not be disheartened, or treat it as a reluctance of State's members to review their departments. Despite the obvious conflict between the current review and that proposed we can take heart that some members welcome modernisation and streamlining of their departmental structures with beneficial cost-cutting/savings.

There are a few questions that are of concern:

1) Aforementioned remit for the current review.
2) Time allotted for completion of review.
3) Possible shortcomings of a States departmental review of structure undertaken by one such body without independent help.
4) What conclusions are reached, and how far reaching would they be.
5) What re-structuring will be actioned, if any.
6) Will the recommendations of the review be fully implemented, or cherry-picked to suit.
7) Will there be a Sacrificial lamb?

I know this has been mentioned already, but I am just wondering why so many Deputies that have really been hidden away for a few years are making so many questions public in the run ups to the elections.

Surely they don't think the public are that clueless!

Have you noticed they hog the phone in now during the day with Roger? They have got to get some credibility back before they break up for their well deserved summer holidays shortly .Got a lot to make up for before Autumn elections .So perhaps getting their fingers out for a change as it should be .Only I'm a cynic and look at it, as trying to get their names and voice across as much as possible to show how politically active they are to potential electorate.

Do you think Deputy Baudains may have saved his political skin with the Harcourt/Waterfront fiasco?
Am I right in reading, somewhere, that it wasn't the good Deputy that found the damning info on Harcourt, but an average 'Joe'?
