The post by Rico (reply 41) puts in front of us all that is wrong with (some of ) Jersey’s out of control top civil servants taken from Nick Le Cornu’s blog, ( a candidate and lawyer )he has read the scrutiny minutes. The links are in the repy 41

“We were dismayed, however, that correspondence between various parties appears to have been omitted. We have also been unable to find documentary evidence of the rationale of the offer final offer price and the instructions to the external negotiator” [Chairman’s Forward p5]

So where have we heard that before oh yes, the £500,000 - man who destroyed minutes of a meeting and by illegally suspending the Police Chief, in his own special way, started a lengthy and expensive mess, with the ex police chief retiring without one charge against him. The - I am not the second man Ogley no longer lives in Jersey but no doubt we are paying him a pension.
Mr Mick Gradwell SIO brought in to take over from Harper, is so honest and reliable that he refuses to make a submission or come back and talk to a scrutiny panel. Let us not forget Lord Napier refusing to revisit Jersey to answer questions on his expensive report.
Good old BDO Alto Jersey did turn up at Scrutiny, to be asked how they compliled their £64,000 report, then invoiced the taxpayer ( through the States ) for another £24,000 ( reduced to £16,000 as they are generous souls ) just for attending.
Jon Richardson was working along side Treasury Minister Phillip Ozouf. So what happened to the trail of paperwork Scrutiny are or were looking to follow.
Is it not damming and disgusting that correspondence has gone missing, rather than have it scrutinised, why would people do that ?
It must be very obvious to any islander with reasonable intelligence, that if Scrutiny ( formed and supported by the structure of Government ) can be treated in such an utterly contemptible way, what chance for the man women in the street in dealing with some States departments. Has this behaviour become the unspoken norm ?
Should there not be checks and balances to ensure punishment not reward for this type of behaviour.
The biggest mistake however is Treasury’s timing.
Syvret as far as I am aware is the only Politician that so far has said publicly that there are some corrupt senior civil servants and because they are so arrogant they pull this stroke, at election time or again has this become the norm ?
I remember Syvret took a vote to the house wanting to make it a crime for any civil servant to knowingly give false information to a states member. Corrupt information means bad decisions being made and can mean a whole lot more.
As far I am aware like him or loath him Syvret has been the only politician to stand on a public platform and state that ( some ) of the top civil servants are completely out of control and if he was elected he would do his best to confront this problem.
This Lime House disaster, followed by missing documents all in the bright light of day and in your face, shows he is absolutely correct.
