One person was killed and eight people injured last year, according to official figures in the States Annual Performance Report.
Guernsey and South West England both had proportionally lower figures.
In 2008 Jersey Fire and Rescue Service was unable to contain 20% of accidental fires to the room they started in - an increase from 13% in 2006.
Staff shortage
The ability to confine fires to one room was a good indication of the effectiveness of the service, the report said.
The service's deputy fire chief Paul Brown said Jersey was currently one firefighter short per shift and needed more staff.
Mr Brown also said success rates could not improve unless the service was able to get home fire safety messages across to islanders.
The report accepted the service faced considerable challenges with limited resources.
