I would have thought that the plans drawn up for childrens services were mainly made by the civil servants, so there should be no time lost in implementing them. Surely it only needs the new health minister to read through them and should not take 6 months. Remember the chief minister has the final word, so jimmy must have agreed the plans with terry because they were going to be brought in very soon. May be i have missed something here.
